José R. Martínez Ramírez
I was born in San Juan, Puerto Rico on May 28, 1954.
I finished my primary education in May 1968 and my secondary education in May 1972, both at the Academy of Our Lady of Perpetual Help, Miramar, San Juan, Puerto Rico 00907.
All of my university training took place at Yale University in New Haven, Connecticut (USA) where I received a Bachelor of Arts (B.A.) cum laude in Political Science in May 1976, a Master of Arts (M.A.) in Political Science in May 1981 and a J.D. from its School of Law in June 1981. I was a student in the Ph.D. program in Political Science at that university between September 1981 and December 1984.
I was appointed General Delegate for Europe of the ELAPR with headquarters in Madrid, Spain from January 1985 to June 1989 where I was also appointed as Permanent Representative of the ELAPR during those years before various UN intergovernmental organizations based in Europe such as the WHO, the FAO and UNWTO and others such as the OEI. During those years I was also special envoy of the ELAPR to the Holy See in the Vatican City-State.
I was appointed Executive Director of the Puerto Rico Federal Affairs Administration (AAFPR/PRFAA) with headquarters in Washington, D.C. from July 1989 to December 1992. I was Permanent Representative of ELAPR in those years before the UN ECLAC and PAHO of the OAS. I practiced law in Washington, D.C. from January 1993 to March 1997. I was appointed to the Board of Directors of the Luis Muñoz Marín Foundation (FLMM) in January 1993. From April 1997 to December 2012 , I served as Executive Director of the FLMM. As of January 2013, I practice privately as a lawyer in Puerto Rico.
From January 1998 onwards, I have been elected as a member of the Board of Directors of the Casa de España in Puerto Rico, Pro Arte Musical and the Felisa Rincón de Gautier Foundation.
